According to information from the Russian government website, Medvedev said at the government working conference that day that the Russian government is discussing amendments to the tax law and will introduce a tax refund system for foreign citizens to shop in Russia. The system will officially operate from October 1. Medvedev said that citizens of non-Eurasian Economic Union countries (that is, citizens of countries other than Belarus, Kazakhstan, Kyrgyzstan, and Armenia) will enjoy 18% of the price included in the price of the goods when they leave the country. VAT. The Russian government hopes that tax rebates for shopping will increase the retail sales of goods.

Foreign citizens can enjoy tax refund under the condition of shopping over 10,000 rubles (about 1178 yuan). Goods that can be refunded do not include goods that are subject to consumption tax in Russia, such as alcohol, cigarettes, automobiles, motorcycles, gasoline and diesel fuel.

The tax refund system to be introduced will be implemented on a trial basis in 40 shopping malls in Moscow, St. Petersburg and Sochi. As the system is improved, more cities will participate.
